CYPHER TELEGRA from the Officer Administering the Government

of Hong Kong to the Secretary of State for the Colonies.

Dated 15th October 1937. Received 2.21 a.m., 15th October.

No.233 of the 15th addressed to the Secretary of State for

the Colonies No.233 of the 15th October repeated to Tokio

No.20.

My telegram No.232. I regret to report that Railway

was bombed 1.45 p.m. yesterday 14th October with inconsiderable

damage. Point of attack was Shek Lung 71 miles from Kowloon.

2. Embassy at Tokio has asked for rail borne figures

(two corrupt groups here). Do you see any objection to my

repeating my telegrams No.209 and No. 232 and subsequent

statietice.

3.

Incidentially the wording of Embassy's very secret

telegram No.520 repeated to me seems to substantiate the

common impression of irresponsibility of Japanese higher

command.
